I think the minutes already written embody nearly all I have to say on this subject. I may, however, add that I can see no objection to the designation I already proposed for Mr. Malach, viz: "Executive Engineer in charge of Land Survey" and I understand Mr. Malach would still be introduced with a view of getting over the difficulty as to First, Second and Third Executive Engineers. I repeat the recommendation I have already made that the Executive Engineers should all rank alike, although I see no objection to their names being inserted in the official lists according to seniority.
